The Willmar City Council will meet at 7 p.m. today in the chambers at the Willmar Municipal Utilities Building, 700 Litchfield Ave. S.W.

The council will hold three public hearings, beginning at 7:01 p.m.

The first hearing will consider an ordinance requested by the Municipal Utilities Commission to set a residential net energy electric service rate at 10.03 cents per kilowatt hour that the Willmar Utilities would pay to customers who generate excess electricity from solar and wind facilities.

The second hearing will consider issuing $1.4 million in general obligation bonds to finance the city’s 2015 improvement projects.

The third hearing will consider adopting a resolution to vacate a portion of the right-of-way along Abbott Drive Southeast (northeast of Assembly of God Church) that has never been improved in order to enter the property into the Reinvest in Minnesota program. The action was petitioned by the Parker-Poss family.

The council will receive reports from the Public Works/Safety Committee and the Community Development Committee.

The report from the Public Works/Safety Committee will include a recommendation to seek designation of Robbins Island Park and five smaller parks as a regional park complex through the Greater Minnesota Regional Parks and Trails Commission. The designation would provide the opportunity to apply for state parks and trails legacy funds.

The report from the Community Development Committee will recommend that Lupe Flores be given 30 days to show progress toward compliance with removal of an unsafe building at 944 Olaf Ave. N.W.

Also, the council will consider a memorandum of agreement between the council and senior engineering technician Lynden Wittman to provide additional compensation to him when he assumed additional duties for 18 months in the absence of a public works director.

The council had earlier tabled the memorandum pending review by the city’s labor attorney. Interim City Administrator Kevin Halliday said the compensation matter should be removed from the table and action taken.

Also, the council will consider two liquor licenses.
